Franklin G. Whittlesey has served as Borough Attorney and Labor Counsel for a multitude of municipal clients in Hunterdon, Somerset, Warren, and Middlesex County. These communities include the Borough of Manville, Borough of Flemington, Township of Independence, Township of East Amwell as well as the City of South Amboy and Borough of South Plainfield.

As municipal labor counsel, Mr. Whittlesey advises local governments on employment related matters and assists with collective bargaining negotiations and contracts. He has defended local government clients in employment suits and employee grievances.

Both Frank and Don are experienced in all aspects of local government law. What differentiates Mr. Whittlesey and Mr. Scholl from other attorneys in this area is their own service as publicly elected officials in their communities, having served in many municipal positions including Council President, Mayor, Planning Board Member, Police Commissioner, Joint Insurance Fund Liaison, Municipal Utility Authority Liaison, Finance Chairman and Municipal Court Liaison.

Scholl & Whittlesey, LLC has represented the County of Somerset in matters involving its Recycling Department in which Franklin G. Whittlesey, Esq. obtained a $1,000,000.00 judgment for the County in a civil action.

Scholl & Whittlesey, LLC has also represented Somerset County in matters involving Open Space and land acquisition transactions. In matters of employment Mr. Whittlesey has served as a Hearing Officer in disputed employee grievance cases involving County Employees and Sheriff’s Officers.

When the County of Somerset chose to establish its own self- insured medical plan for its employees, Scholl & Whittlesey, LLC worked with the newly created Somerset County Insurance Commission as its legal counsel. Mr. Whittlesey continues to serve as general legal counsel for self-funded Southern Skylands Regional Health Insurance Fund.
